Recent government sponsored homophobic campaign in Russia resulted in the sharp increase of violence and persecution against LGBT community. According to the adopted by US Congress Magnitsky's Act, anyone who has committed a gross human rights violation against a whistleblower or someone trying to exercise or promote universally recognized human rights (such as freedom of expression) could be put on Magnitsky's List. Thus such individuals would be denied entry to the USA and US financial institution would freeze their assets worldwide.

It appears that due to a personal and direct involvement of the several Russian lawmakers both on federal and regional levels members of Russian LGBT community are being publicly attacked and even brutally murdered.

Spectrum Human Rights in Washington, DC (www.spectrumhr.org) closely monitors the list of such offenders. The top two officials include Mr. Vitaly Milonov, a member of the St. Petersburg City Council, and Ms. Elena Mizulina, a member of the Russian Parliament (Duma). By signing this petition, we hereby request to include these two individuals on Magnitsky's List effective immediately.

Mr. Milonov's personal appearance and anti-LGBT rhetoric at the peaceful LGBT rally in St. Petersburg on May 17, 2013 triggered violence and resulted in personal injuries. (http://www.trust.org/item/20130517135048-14fwm/).

Ms. Mizulina is personally aiming to shut down freedom of speech and expression for the entire LGBT community (http://www.advocate.com/politics/2013/02/10/russian-mp-threatens-closure-websites-promoting-homosexuality).

Blood is already on hands of these politicians due to the wave of hate crimes inspired by their rhetoric. A group of criminals tried to justify a brutal murder of their 23-year-old acquaintance in Volgograd, Russia, while stating that sodomizing gay people to death by beer bottles and smashing their heads eight times with a heavy stone would be a patriotic act (http://www.thestar.com/news/world/2013/05/13/brutal_torture_beating_death_of_gay_man_in_russia_sparks_fears_of_more_violence.html).

Finally, a peaceful LGBT rally in Moscow was attacked by police forces and homophobic extremists on May 25, 2013: https://www.youtube.com/watch?feature=player_embedded&v=7pG8As08CXM.

Una campaña homofóbica patrocinada recientemente por el gobierno ruso ha provocado un fuerte aumento de violencia y hostigamiento en contra de las minorías sexuales (LGBT) de Rusia. Según el acto de Magnitsky, tomado por el Congreso de EE.UU. cualquier persona que comete una violación grave de los derechos humanos de las personas que revelen la verdad sobre las actividades delictivas o contra aquellos que tratan de poner en práctica y promover los derechos humanos universalmente reconocidos (como la libertad de palabra y de expresión) podrían ser puestos a la lista de Magnitsky. A los mencionados individuos se les negará la entrada a Estados Unidos, y sus cuentas bancárias serán congelados por las instituciones financieras de Estados Unidos en todo el mundo.

En los hechos, debido a la implicación personal y directa de varios legisladores rusos, tanto a nivel federal como regional, los miembros de la comunidad LGBT en Rusia fueron expuestos públicamente a los ataques e incluso masacres.

Esta lista se encabeza por dos legisladores es el Sr. Vitaly Milonov, el diputado de la Asamblea Legislativa de San Petersburgo, y la Sra. В последнее время спонсированная российским государством гомофобная кампания вызвала резкое повышение уровня насилия и преследования в отношении сексуальных меньшинств (ЛГБТ) в России. Согласно принятому Конгрессом США акту Магнитского любой, который совершил грубое нарушение прав человека по отношению к тем, кто вскрывает правду о преступных деяниях или же пытается реализовать и продвинуть универсально признаваемые права человека (как например, свобода слова и самовыражения), может быть поставлен в список Магнитского. Таким личностям будет отказано во въезде в США, и их денежные счета будут заморожены американскими финансовыми структурами по всему миру.

Как показывают факты, благодаря личному и прямому участию нескольких российских законодателей, как на федеральном, так и на региональном уровнях, члены ЛГБТ сообщества России стали публично подвергаться атакам и даже зверским убийствам.

Возглавляют данный список два законодателя: Виталий Милонов, депутат Законодательного Собрания Санкт-Петербурга, и Елена Мизулина, Государственной Думы РФ. Кровь уже на руках этих политиков благодаря их риторики, которая привела к волне преступлений на почве ненависти. Недавно в Волгограде группа преступников пытались оправдать зверское убийство своего приятеля (через изнасилование пивными бутылками и разможением головы восемью ударами камнем) посредством сравнения этого акта с патриотическим поступком, т.к. жертва заявил о своей нетрадиционной ориентации (http://www.thestar.com/news/world/2013/05/13/brutal_torture_beating_death_of_gay_man_in_russia_sparks_fears_of_more_violence.html).
