An angry dwarf has been jailed after sticking a sucker dart on his head and threatening to kill two carers while impersonating a Doctor Who Dalek.

Ian Salter-Bromley, 55, filled his mouth with dominoes before shouting 'Exterminate! Exterminate!' in a row which led to him being Tasered twice by police.

The court heard how Salter-Bromley, who is 4ft tall, had initially been 'quite jolly' while talking with the carers during a visit to his sheltered housing complex in Hull. 

But he then threatened to kill one of the members of staff, chanting: 'I'm a Dalek! I'm going to kill you Joe!' in the manner of the Doctor Who villain.

Hull Crown Court heard how Salter-Bromley then barricaded his flat door, which led to a stand-off with police.

When officers finally burst in, he was holding a 20cm knife and was so angry that 'veins were sticking out of his neck'.

Officers then stunned him because they 'feared for their welfare', the court heard.

The offence, carried out in July last year, was part of a campaign of public abuse in which Salter-Bromley bombarded emergency services with nuisance phone calls and even carried out a dirty protest in a council office. 

The court head how Salter-Bromley - who was given an ASBO for the calls - exposed himself and spread excrement and urine around Hull's Wilson centre because his kitchen worktop was eight inches too high for him to reach.

Salter-Bromley has now been jailed for nine months after admitting a string of offences, including affray and threatening police.

He also admitted possession of a knife in a public place after threatening a woman on a bus when he thought children were making fun of his dwarfism.

The court heard how Salter-Bromley brandished the bread knife at the woman and told her that 'if he was going down for killing someone, she was going down with him'.

Crown barrister Dale Brook told the court how a passenger had managed to disarm Salter-Bromley following the incident in September last year. 

He added that Salter-Bromley breached an anti social behaviour order two months later by entering Hull Paragon Interchange rail and bus station, where he is banned from going.

Three days later, he also abused a security staff member at Newington Health Centre, from where he is also banned. 

Defence barrister Paul Genney said the offences sounded worse than they were and that his client was a lonely man who recently had his wheelchair stolen.

Speaking about the Dalek incident, he said: 'The incident in Thornton Close got out of hand.

'He had a target dart stuck to the middle of his forehead and dominoes in his mouth. He was in his wheelchair and said "I am a Dalek! Exterminate! Exterminate!"''

Mr Genney also questioned whether it had been necessary for police to Taser his client. 

'He is a dwarf,' said Mr Genney. 'He has a zimmer frame and a colostomy bag. Not the most threatening figures in the world.'

He added: 'He was Tasered not once but twice. It is a very sad state of affairs.'

Mr Genney also told the court that the woman involved in the bus incident had admitted she had not felt threatened.

'The knife was only a butter knife, which was blunt and only slightly serrated,' he said.

'His physical state is poor. He also doesn't have his wheelchair anymore, after it was stolen, and walks everywhere with his Zimmer frame.

'My client is depressed and is in enormous suffering. He drinks, has no friends and is isolated. But I admit he is often his own worst enemy.'

In August last year, Hull Crown Court gave Salter-Bromley an ASBO after several complaints about his behaviour, which involved verbally abusing staff, security guards and bus passengers around the area.

On one occasion, he told a shop assistant who served him food: 'That is not a f*****g* breakfast. It is American s**t'.

He also abused security staff at the Hull Paragon Interchange, calling one a 'fat c****' and another a 'fat b****'. 

Salter-Bromley then threatened to urinate on the floor in Tesco, before verbally abusing a woman on a bus who had a young child.

He also made a hoax 999 call to the emergency services reporting a fire at a neighbour's property. 

Jailing Salter-Bromley for nine months, Recorder David Gordon told him: 'Individually, these aren't the most serious offences, but together they take on a different complexion.

'You would have been jailed for longer if it hadn't been for your disabilities.

'I appreciate you are isolated and have an extremely lonely life, which makes you frustrated. But now you have time behind bars to reflect and try to keep your temper under control.'
